Many countries residents are exempted from use of visas for traveling in Hong Kong; all they need is a valid passport and their departure tickets. Hong Kong government has set forth different time limitation for all countries’ residents visiting Hong Kong without visa. For e.g. citizens from Algeria can travel to Hong Kong without visa for fourteen days; whereas, citizens from United States and Belgium can travel to Hong Kong without visa for 3 months.
You can check the list of the countries at the local Hong Kong Embassy situated at your locality. However, if you intend to stay beyond the specified visa-free period, you will have to apply for visa. Also, if due to unexpected reasons during traveling, you would need to stay for more than the specified visa-free period, then you can apply for extension to the China Embassy during your stay. Remember, you should apply for extension beforehand.
In other cases, if you are planning a trip to Mainland China as well, then you will need to get your visa procedure done; because visa is compulsory in other China cities. But remember, Hong Kong visa and China visa are different and needs to be applied separately.
